Required documents
1. Compliance & Legal Foundation
These are the non-negotiables. If any of these are missing or expired, the NEF’s automated systems will likely flag the application immediately.
- Company Registration: Valid CIPC registration documents (COR14.3).
- Tax Compliance: A valid SARS Tax Clearance Status (TCS) PIN.
- Shareholding Proof: Share certificates and a detailed share register showing 51% or more Black ownership.
- FICA Documents: Certified ID copies of all directors/members and proof of company address.
- CSD Report: A recent summary report from the Central Supplier Database (CSD).
2. Financial Records
The NEF needs to see that you can manage the debt. They typically look for “historical stability” or “contractual certainty.”
- Historical Financials: 2 to 3 years of signed, Audited or Independently Reviewed Annual Financial Statements.
- Management Accounts: Recent accounts (not older than 2 months) if your last year-end was some time ago.
- Cash Flow Projections: A detailed 5-year monthly cash flow forecast (Excel format) justifying how you will repay the loan.
- Personal Balance Sheets: Statements of Assets and Liabilities for all shareholders holding more than 20%.
3. The Business Case (The “Bankable” Plan)
This is where most applications fail. The NEF doesn’t just want a “plan”; they want proof of market.
- Detailed Business Plan: Covering the operational model, SWOT analysis, and job creation projections.
- Off-take Agreements: Signed contracts, Service Level Agreements (SLAs), or Letters of Intent (LOIs) from reputable buyers.
- Quotations: At least three comparative quotes for any assets, machinery, or equipment you intend to buy with the funds.
- Technical Proof: If you are in Biotechnology or Manufacturing, include any patent filings, ISO certifications, or health/safety permits (like SAHPRA or DAFF).
The “Red Flag” Tip: The NEF is mandated to create jobs. If your business plan shows high profit but zero new hiring, it is unlikely to be approved. Always quantify how many permanent vs. seasonal jobs this funding will create.
